The Kamakura had a similar setup to the Henian.  They started with a court then a group of people who actually did stuff then they eventually had to deal with feudalism. They attempted to invade the mongols but failed. This was one of the main reasons for their decline as well as the raising price of Samurai. Samurai realized they could raise their cost to almost anything and the people would still pay it. Because of this realization they decided to raise their prices and the dominos started to fall. The national army was weak so the citizens were defenseless. This normally wouldn't be a problem because of the feudalist armies. Sadly because of the Samurai being completely unattainable the citizens had no protection whatsoever.
